ORGANIZATION SUMMARY

This position is reliant upon funding and may be subject to modification or termination based on resource availability.
POSITION SUMMARY:
World Relief seeks an ILS Program Manager who will lead the Immigration Legal Services (ILS) Program of World Relief Western Washington (WRWW) by providing vision, securing funding and expanding breadth and impact of services according to the WRWW strategic plan. This position will oversee the ILS Team to ensure quality program and service delivery, as well as compliance with agency, community, and funder standards. This includes staff and intern supervision, grant and budget management, program implementation, interdepartmental collaboration, and coordination of services to immigrants and refugees.
ROLE & RESPONSIBILITIES:
- This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.
- Staff Supervision
- Hire, train, supervise, coach, and evaluate ILS staff
- Lead ILS staff in setting appropriate individual and team goals
- Provide personal and professional development opportunities and support to staff
- Facilitate regular team meetings to ensure quality, team-based service provision and communication Program/Grants Management and Budget Oversight
- Develop annual goals, projections, and performance standards for the program (including applicable grants), and ensure these are met on a monthly, quarterly, and annual basis
- Plan and manage department budget, reviewing it on at least a quarterly basis with the Director of Finance
- Provide ILS forecasts to leadership, Technical Unit in home office, and grantors on an ongoing basis
- Participate in grant writing for renewal grants and grant acquisition activities for new opportunities
- Develop and maintain strategic goals, systems, policies, and procedures for ILS Team, within the framework of WRWW’s strategic plan
- Oversee financial procedures and safeguards, including setting fee schedule, collecting payments and processing fee-waiver requests
- Develop and maintain legal case management systems that are in compliance with the rules of professional conduct
- Oversight of Client Service Provision
- Provide substantive legal screening to determine clients’ benefit eligibility
- Explain immigration benefits and advise clients on best actions to take for their specific case
- Assist clients with completing applications for immigration benefits
- Represent clients before EOIR, Chief of Mission, Dept. of State, and USCIS, including filing applications, advocating for clients, and correspondence, such as Requests for Evidence (RFE)
- Perform factual and legal research for personal caseload and in support of other ILS team members
- Communicate with clients about important steps, opportunities, and threats related to their immigration situation
- Advocate zealously for clients
- Program Evaluation and Reporting
- Complete and submit reports to grantors and WRWW leadership in a timely manner
- Perform monthly quality control tasks to ensure accurate reporting
- Formally and informally solicit client feedback about service provision, including regular feedback from immigrant community leaders
- Internal Communication, Collaboration & Leadership
- Participate in Leadership Team of WRWW, attending meetings, collaborating about services/ initiatives and providing appropriate feedback loop to ILS Team
- Maintain regular communication (including conference calls) with Immigration Technical Unit and collaborate with them on difficult legal questions, program management, recognition & accreditation, strategic planning, etc.
- Outreach, Fundraising and External Communication
- Develop and implement a robust outreach and marketing strategy for the ILS Program in order to raise awareness and expand ILS services for vulnerable immigrants and refugees in the community
- Ensure enrollment goals are reached through community outreach and program promotion
- Maintain positive relationships & communication with funding bodies and partner agencies, attending community and coalition meetings as appropriate
- Support the Executive Director and Development Team in fundraising efforts by meeting with potential individual, corporate or church donors and championing the ILS Program and mission of WRWW
- Advocate for public policies and funding that support vulnerable immigrants and refugees, including comprehensive immigration reform and related WRWW policy priorities.
JOB REQUIREMENTS:
- Mature and personal Christian faith
- Committed to the mission, vision, and values of World Relief
- Desire to serve and empower the Church to impact vulnerable communities
- Able to affirm and/or acknowledge World Reliefs , , and
- Licensed Attorney in good standing with the bar or DOJ-Accredited Representative
- Significant previous knowledge and understanding of Immigration Law and Systems
- Ability to work well with diverse groups of people required; previous cross-cultural experience preferred
- Proven experience leading people and programs
- Proficiency with Microsoft Office Suite required; database experience preferred
- Ability to work both independently and as a team to accomplish goals
- Detail oriented, good organizational skills and ability to prioritize multiple duties
- Excellent written and oral communication skills in English
- Strong initiative, problem-solving and leadership skills
- Flexibility and a desire to learn a must.
PREFERRED QUALIFICATIONS:
- Previous supervisory experience including with hiring, supervision, termination, and evaluation.
- Skill in organizing, coordinating and implementing various components of a project, and ability to provide accountability to ensure objectives are met
- Grant-writing experience desirable
- Conflict resolution skills
- Work within a non-profit legal environment very helpful
- Proficient in other languages

$90,000 - $100,000 a year
