ROLE & RESPONSIBILITIES:
Sparksoft is a rapidly growing business that provides innovative technical solutions to the Federal government in the Healthcare arena. We are seeking a Proposal Manager with expertise in developing responses to Federal Procurements for complex IT Programs. This role is part of a collaborative and agile Business Development/ Management team that works closely with our technical teams to deliver timely, high-quality, and competitive technical proposals.
This is a hybrid role, must be able to work 3 days a week in our Columbia, MD office.
Responsibilities:
• Works closely with Capture Managers and Solution Architects to ensure the on-time delivery of compliant and compelling proposals to customers
• Reviews and analyzes RFPs/RFIs/RFQs to understand proposal requirements, compiles proposal checklists and compliance matrices, develops outlines and schedules, facilities review meetings, coordinates with teaming partners, coordinates data calls, and manages proposal team resources on any given proposal effort
• Performs desktop publishing
• Coordinates written proposal responses with multiple writers and teaming partners; coordinates/facilities preparation for oral presentations
• Maintains shared proposal development environments using tools like SharePoint and MS Teams
• Coordinates, maintains, and tracks all work from all proposal participants
• Ensures high quality proposal responses while meeting all deadlines
• Manages all activities and proposal milestones
• Establishes, distributes, and coordinates the proposal schedule and drives progress towards established deadlines
• Coordinates resources, coordinates/dictates action items from internal reviews, and interacts with teammates to complete tasks
• Reviews proposal drafts and final versions to ensure thoroughness, compliance, accuracy, quality, and effective design and layout
• Ensures proposal submissions are compliant and submitted on time
REQUIRED EXPERIENCE:
• 5+ years of Proposal experience
• Must be comfortable and able to work on multiple proposals at once, in a fast-paced environment
• High attention to detail, a must
• Experience managing complex ($10M+) Government procurements
• Organized, able to multi-task, strong administrative skills
• Must have experience independently working on and running a proposal, with minimal supervision
• Ability to work independently and communicate across multiple departments effectively
• Excellent organizational, written, and communication skills
• Strong computer skills and technical experience required, Adobe Suite, MS Microsoft Office Suite (Word, Excel & PowerPoint), as well as Microsoft SharePoint, Teams
PREFERRED EXPERIENCE:
• Experience in government procurement
• Experience with Adobe, and/or other graphic development applications
• Knowledge of Shipley or equivalent proposal lifecycle methodology
EDUCATION & CERTIFICATIONS:
• 5+ years of Proposal experience
• Associates and/or Bachelor's Degree in a related area, such as English, communications, or marketing.
The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. In addition to our competitive base pay, Sparksoft offers health insurance, paid time off, 401K matching, and training. Maryland Pay Range
$95,000 - $125,000 USD
