Description The Program Support & Liaison Officer will support the Country Director to establish PINs presence in Sudan by helping to strengthening linkages between the organization, local authorities, community leadership, and field-based mutual aid groups. Working closely with the Country Director, the PSL Officer will support on mapping of administrative requirements, acquiring approvals, and providing translation services. The role will also support the development and maintenance of a needâs overviews, regular context updates, and gap mapping that inform strategic decisions. In addition, the PSL Officer will provide administrative and procedural support to PINâs activities, ensuring that all actions are carried out in line with established organisational procedures, systems, and guidance. The PSL Officer is further responsible for ensuring that Safeguarding principles, the Code of Conduct and the prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) are upheld across all field interactions and administrative processes. Duties & Responsibilities 1) External Liaison & Field Coordination - Support engagement with relevant local authorities, line ministries, community leadership, and other stakeholders to facilitate PINs work. - Maintain up-to-date knowledge of administrative requirements, approval procedures, and advise CD on administrative matters. - Submit requests for approval to the appropriate offices as and when required. - Build relationships with, and ensure clear and consistent communication, with ERRs, mutual Aid groups and any other field-based support group that PIN will engage with. - Support CD with translation assistance as and when needed, primarily with local communities, authorities and vendors. - Uphold humanitarian principles, Safeguarding standards and organizational Code of conduct in all interactions. 2) Program Support - Support the Country Director to develop and maintain a Needs Overview from available needs assessment data, produce regular context updates. - Assist the Country Director in mapping of 5Ws to understand sectoral and geographical gaps and opportunities. - Support in the production of field reports and HQ updates, with accurate contextual detail. - Conduct a SIA risk assessment and develop a SIA mitigation plan for each project. 3) Operational & Procurement Support - Support procurement processes by requesting, and following up on, quotations, tracking purchase requests, and collecting of proper documentation. - Liaise with local vendors and service providers to facilitate timely delivery of goods/services for field activities when required. - Assist the Country Director to maintain accurate records of procurement, liaison correspondence, and meeting minutes. - Assist the Country Director in the administrative process of opening and maintaining bank accounts. - Collect, verify, and process financial documentation (invoices, receipts, payment requests, etc.) to ensure timely submission to the finance team. - Support the preparation, review, and administration of contracts, providing guidance to Country Director to ensure compliance with organisation as well as local legal requirements. - Contribute to Safeguarding due diligence of third parties, confirming that vendors, partners and service providers understand and respect key policies including SG and PSEA policy - Flag potential areas of concern early and propose practical solutions to the CD. - Report on evolving local dynamics that may affect access or stakeholder relations. 4) Accountability and Safeguarding including PSEAH The PSL Officer must uphold and actively promote PINâs Code of Conduct, Safeguarding and PSEAH Policy and Child Protection Policy. This includes: - Carry out all duties in accordance with the PIN Code of Conduct and Key Policies . - Participate in training and awareness sessions (CoC, Safeguarding, PSEAH, etc.). - Help create and maintain a safe, respectful, and protective environment for potential staff, partners, and affected populations. - Support the Country Director in ensuring Safeguarding is systematically integrated into field operations and liaison activities. - Monitor Safeguarding implementation (e.g., staff training, community awareness, CFRM visibility). - Ensure the strict application of media and data protection policies , including informed consent and secure storage of sensitive information. - Immediately report any concern or suspicion of misconduct, SEAH, or protection risk through PINâs established reporting channels. Requirements Education & professional background - University degree or equivalent experience in development, humanitarian studies, public administration, social sciences, or a related field. - Minimum 2â3 yearsâ experience in humanitarian/development operations, field coordination, or program support in Sudan or similar contexts. - Demonstrated experience working with local authorities, community leadership, and informal support structures (e.g., ERRs, mutual aid groups). Skills & competencies - Proficiency in English - Strong liaison, diplomacy, and negotiation skills; able to build trust with diverse stakeholders. - Strong ArabicâEnglish translation and interpretation skills, - Solid organizational and administrative ability, with attention to detail in approvals, minutes, and procurement documentation. - Analytical mindset: able to synthesize assessment data into concise updates, maps/5Ws summaries, and reports. - Practical problem-solver who flags issues early and suggests workable, context-appropriate solutions. Personal attributes - High integrity and clear commitment to humanitarian principles, confidentiality, and PINâs code of conduct. - Calm, reliable, and adaptable under pressure in dynamic field environments. - Proactive support style: anticipates needs, follows through, and communicates clearly. - Culturally sensitive and politically aware, with strong judgement on access and local dynamics. Desirable - Prior exposure to FSL and/or WASH programming or assessments. - Knowledge of Sudanese administrative procedures and local governance structures.
