Coho Consulting Group is seeking an accomplished Real Property Subject Matter Expert with extensive experience supporting the Department of Defense (DoD), Washington Headquarters Services (WHS), and Strategic Planning & Development (SPD) in Arlington, VA, in large-scale real estate portfolio analysis, strategic occupancy planning, lease evaluation, and space optimization initiatives. Proven track record designing data-driven decision models, developing enterprise-level real estate strategies, facilitating stakeholder workshops, and leading National Capital Region occupancy census efforts. Recognized for delivering actionable implementation strategies, improving space utilization, and empowering senior leadership with clear, visually compelling analyses and recommendations.

Responsibilities (include but are not limited to):

Portfolio Information & Real Estate Analysis

    • Supported WHS/SPD and DoD customer agencies in maintaining accurate, up-to-date real estate portfolio data, ensuring alignment with evolving lease requirements, facility delivery schedules, termination options, security policies, and mission demands.
    • Evaluated the impact of newly proposed projects or activities on current and planned real estate holdings, providing expert recommendations to mitigate risks and improve portfolio performance.
    • Developed accepted model concepts incorporating essential real estate data elements, including occupancy/utilization, space categories, lease timelines, ATFP building area, jurisdictional GIS data, and submarket characteristics.

Data Modeling, Simulation & Decision Support

    • Designed and proposed scalable database model concepts requiring iterative refinement based on stakeholder needs and DoD portfolio complexity.
    • Developed interactive decision-making processes that emphasized cross-stakeholder collaboration, transparent data presentation, and structured analysis.
    • Created advanced simulation models supporting “what-if” scenario planning to forecast impacts of relocations, consolidations, and new project execution.
    • Led bi-annual offsite simulation workshops—structured as facilitated focus groups—to generate senior-level insights and refine strategy direction.

National Capital Region (NCR) Occupancy Census

    • Directed periodic NCR occupancy census, overseeing data collection strategy, surge resource coordination, tenant engagement, and accuracy assurance.
    • Updated previous census reports, integrating new field data and producing refined forecasting outputs.
    • Prepared and delivered leadership briefs and high-visibility presentation materials summarizing occupancy trends, space efficiencies, and opportunities.

Real Estate Portfolio Strategy & Executive Advisory

    • Served as Senior Advisor/Management Analyst, developing tailored real estate portfolio strategies for designated DoD components.
    • Conducted occupancy analyses to identify consolidation opportunities, future space modification needs, and reduction targets.
    • Documented detailed tenant component profiles including mission objectives, operational requirements, security needs, technology dependencies, and space footprints.
    • Presented complex concepts through compelling visual mediums—graphic charts, scenario maps, and VR simulations—for executive-level decision forums.

Strategic Planning, Change Management & Space Optimization

    • Supported Strategic Occupancy Analysis initiatives with ROI modeling, cost estimation, and scenario mapping.
    • Developed comprehensive Programs of Requirements based on organizational structures, adjacency needs, mission-critical workflows, security risks, and specialized/supported space needs.
    • Delivered change management guidance encompassing modern workplace trends such as telework, hoteling, flexible seating, policy updates, and process modernization.
    • Recommended strategies to reduce tenant footprints, increase utilization efficiency, and adopt new planning concepts aligned with government modernization goals.

Workshops, Surveys & Reduction Initiatives

    • Facilitated multi-option scenario workshops with SPD project teams, leveraging survey data to identify the highest-value opportunities for space reduction.
    • Collaborated with tenant representatives to support transitions to new physical layouts and accompanying changes in processes, technology, and workforce structure.
    • Led annual surveys of 20% of the total real estate portfolio and partnered with GSA and SPD to develop high-impact executive summaries highlighting consolidation opportunities and footprint reduction strategies.

Essential Job Qualifications and Requirements:

  • Education and Certifications:
    • Master’s degree or higher required
  • Required Experience:
    • Minimum 20 years of DoD, OSD, and WHS experience
  • Skills and Competencies
    • Extensive knowledge of DoD structure, policies, and decision-making processes
    • Expert knowledge of DoD resource strategy formulation, execution, and planning
    • Superior communication and writing skills for senior government audiences
    • Proven ability to engage and collaborate with senior executives across agencies and military departments
    • Deep understanding of DoD functional policies and innovative problem-solving for management challenges
